David “Dave” Cloutier is a seasoned aviation executive, entrepreneur, and industry leader whose career has been defined by building organizations, advancing workforce development, and strengthening the future of aviation talent pipelines. As Founder and Chief Executive Officer of Constellation Aviation Solutions, LLC, a Service-Disabled Veteran-Owned Small Business (SDVOSB) based in Washington, D.C., Cloutier leads a firm focused on delivering high-impact aviation solutions across government and commercial sectors.

With a professional background spanning airlines, airports, and government aviation programs, Cloutier brings deep expertise in business development, operational strategy, and stakeholder alignment. His leadership is grounded in practical execution—shaped by years of experience navigating complex aviation environments and building organizations that deliver measurable results.

Cloutier’s commitment to aviation extends beyond business into education and workforce advancement. A graduate of Embry-Riddle Aeronautical University, where he earned both a Master of Science in Aeronautical Science (Management & Safety) and a Bachelor of Science in Aeronautical Studies, he has remained deeply engaged in alumni leadership and industry development. He previously served as President of the Embry-Riddle Alumni Association in Washington, D.C.—one of the university’s largest and most active networks—where he focused on advancing career pathways and strengthening professional connections within the aviation community.

His leadership and governance experience spans multiple national and nonprofit organizations, including serving as Vice President on the International Board of Directors for Delta Chi Educational Foundation, as well as leadership roles across Embry-Riddle–affiliated Delta Chi alumni organizations. He has also contributed as a Director and advisor to aviation and community-based organizations, including Legacy Aviation Learning Center, where he helped guide the development of a Part 147 Aviation Maintenance Technician School, and The Hub on Canal, a nonprofit focused on advancing arts education and community engagement.

A veteran of the United States Navy, Cloutier brings a service-oriented leadership mindset that informs his approach to both business and mentorship.
